【Abstract】 This article by comparison points out that the rapid growth of the higher education of 9th Five-year Plan doesn’ t match the growth of the effort of national fiscal devotion and the college and university tuti on fees. Meanwhile it propose that from now on the development of higher educati on should not depend on the increasing of the rate of college and university fees and the amount of the work of the faculty. The government has responsibility to increase the higher education input, and the mechanism for raising money in different ways should be fulfilled.更多还原
