【Abstract】 Along with the economical development, our country’s civil-run economy already became the main national economy national prop. But the recent years, during the developing process of civil-run enterprise, so many problems exist in it, such as management mechanism the weak enterprise competitive power, the lack of talented person. The technology transference has been proved and implemented by the majority enterprise as the important method of many national, local, the profession, the enterprise perfect technical equips, the enhancement technology strength, sharpens the competitive ability.
