【Abstract】 The approval authority of death penalty is the central problem of checking death penalty as well as the central embodiment of the State’s judicial authority. There are many malpractices in its stipulation and appliance in current legislation and practice of judicature,which influences directly its implementation and hinders the guarantee of human rights by criminal laws. This paper presents the disadvantage of its historical changes from its transfer to regression, and analyzes the regressive value of approval authority of death penalty based on the previous criticism.更多还原
