【摘要】 结合对江苏省经济欠发达地区农村家庭的实证调查,对农村社会养老保险存在的问题进行探讨并提出对策。实证调查结果显示:农民对养老保险的认知程度不高,经济承受能力较低,缺乏财政补贴支持以及传统的家庭养老观念等因素都影响了农民参加社会养老保险的意愿。增加农民收入和提高他们对社会养老保险的认知程度是建立和健全农村养老保险制度的重要条件,然而关键还在于制定农村养老保险法和明确政府的职责。更多还原

【Abstract】 1,000 rural households in the undeveloped region of Jiangsu Province were investigated, the existing problem on the pension insurance in countryside was discussed and finally some useful suggestions were presented. The investigation showed that the factors such as ignorance, poverty, lacking of government financial support and traditional habit were hampering the development of the social pension insurance system.Increasing farmer’s income and raising the level of their understanding of social pension insurance were important, however, the key to the settlement of the question lay in law-making for the social pension insurance system in the countryside and duty-defining of the government.更多还原
