【摘要】 随着信息化建设的快速发展 ,电子政务在国内外风起云涌 ,但是 ,我国相当多的农村地区基层政府电子政务建设仍然处于“零”的状态。农村基层政府经济基础薄弱、基础设施投入不足、公务员素质不高以及观念落后是农村基层政府电子政务建设落后的深层次原因。在国家政策扶持的机遇下 ,国际信息化的挑战下 ,更新观念 ,从战略上高度重视 ,大力发展农村经济是使农村基层政府电子政务建设的“盲点”变为“亮点”的根本途径更多还原

【Abstract】 With the rapid development of information technology, e-government is springing up at home and abroad. But e-government construction at grass-root level is still "a blind spot" due to the poor economic basis of the rural grass-root governments, the insufficient investment in rural infrastructure and the low qualities and out-moded mentality of civil servants.
