我国渔业管理引进TAC、ITO制度的思考

【摘要】 本文阐述了 TAC、ITQ 制度的主要内容，并在分析国际上实施 TAC 和 ITQ 制度现状的基础上，结合我国的实际情况，提出了我国引进 TAC 和 ITQ 制度的一些建议。

【Abstract】 This paper expounds me mam contents of yhe (?)AC and ITQ system.Analyz(?)ng thepresentsituation of TAC and ITQ system that are carried out in the world.And combining with the ac-tualsituafion in China,it suggests that the system of TAC and ITQ should be introduced in China.
