【Abstract】 Now, the reform of fiscal treasury management systems and the reform of administrative management systems are being propelled steadily in our country. According to the spirit of the Third Plenum of 16th Central Committee of the Communist Party of China, all sorts of reforms in our country should be well coordinated. As a system guarantee providing finance for government’s administration, the reform of fiscal treasury management itself is the activity of government’s financial administration.
