【Abstract】 Public policy failure can be understood as a deviation between process or outcome of a public policy and the expected objective of policy-maker, with a negative affection to target population. As a popular phenomenon in daily life, public policy failure has its research necessity and relative independence, and cannot be equal to government failure. Study of public policy failure not only can avoid the influence of value preference, but also can deepen and widen policy analysis. Finally, the paper put forward the concrete characteristics of China and a preliminary framework of public policy failure research.更多还原
