【摘要】 研究目的:通过对当前地方政府间土地“价格战”的分析,为未来改革方向提供参考建议。研究方法:借助于公共选择理论,利用经济学中基本的供求分析方法分析中国的土地市场。研究结果:为达到引资的目的,中国地方政府间的土地“价格战”导致了整体社会福利的降低,是政府失灵的一种表现。研究结论:为扭转政府失灵的局面,应改变当前不合理的地方政府官员的激励机制,使他们由利用廉价的土地资源吸引外资转向本辖区的软硬件环境的建设。更多还原

【Abstract】 The purpose of the study is to contribute to future reform through analysis to present intense “ land price battle" among local governments in Ch ina. Land market was analyzed on the basis of the theory of public choice and su pply-demand analysis method in economics. The results indicate “ price battle " on land has resulted in decrease of welfare of the whole society, which can be regarded as a kind of governance failure. It is very essential to carry out con stitutional reform in order to encourage local governments to pay more attention to improving local investment environment rather than lowering land price.更多还原
