【摘要】 由于功能区水质状况受诸多因素影响,复杂多变,规划设计的功能区水质保护目标能否实现,主要决定于对功能区各类水质超标风险因子的防御和调控能力。本文从理论和实践两个方面,探讨水功能区在实施过程中可能面临的各类水质超标风险,并将其归为三大类:设计风险、决策风险和管理风险。不同水质超标风险的风险成因和发生条件有显著差异,针对功能区存在的各类水质超标风险,研制合理可行的水质风险管理对策预案,是水功能区管理过程中急需研究解决的重大技术问题。更多还原

【Abstract】 The main goal of water resources protection is to meet the requirement for water quality standard in water function zones. The water quality in function zones is affected by many factors. The protection of water quality would mainly depend on the prevention of various risk factors of standard exceeding, as well as the control ability over these risks. The author discussed, from both theoretical and practical points of view, on different types of standard-exceeding risks, which can be classified into three types:design risk, decision-making risk and management risk. The possible risks occurred during the management of water function zones were analyzed and a proposal was put forward to work out a set of countermeasures for minimizing the water quality risks.-更多还原
