省级防汛指挥决策支持系统的建设与管理

【摘要】 根据作者近年来参与的一系列相关工作的经验和认识,介绍了省级防汛指挥决策支持系统的研究目标、功能特点、组成结构和关键技术,提出了"三层"体系结构(人机交互层、模型应用层、系统支撑层)和"五库十机"实用系统框架(数据库、模型库、方法库、知识库、文本库和数据接收、气象产品应用、汛情监视、信息服务、洪水预报、防洪调度、灾情评估、防汛管理、会商支持、城市防洪),指出基于Web GIS的信息管理、基于模型的应用开发和基于网络的应用集成,是省级防汛指挥决策支持系统建设和管理的关键技术。

【Abstract】 The authors introduced development target, function characteristics, system structure and key techniques for a support system of flood control decision-making at provincial levels. A system structure of "three layers" with a practical framework of "five databases" plus "ten subsystems" was proposed and adopted. The "three layers" were interactive layer, model application layer and system support layer. The "five databases" were database, model-base, method-base, knowledge-base and text-base. The "ten subsystems" were data receiving system, meteorological products application system,flood monitoring system, information service system, flood forecast system, flood control commanding sysem, disaster assessment system, flood control management system, consulting support system and urban flood control system. The key techniques for developing such a flood control decision-making system would involve information management based on Web-GIS, application-and-development based on professional models and application integration based on network.
