【摘要】 本文以河南为例 ,对科技资源的存量动态变化、配置效率及其对区域经济增长的推动作用进行了定量分析。结果表明 ,1991-2 0 0 2年 ,河南科技资源存量总体上呈持续上升趋势。但是 ,科技资源的配置效率却呈现出下降趋势。在这个期间 ,科技资源开发对河南区域经济增长的贡献率为 42 .1% ,达到了全国的平均水平。为了进一步发挥科技资源开发对河南经济增长的推动作用 ,建议河南继续加快科技资源的积累 ;重点提高科技资源配置的效率 ;特别重视大幅度提高对R&D的投入。更多还原

【Abstract】 This paper, setting Henan province as an exsample, analyzed by a quantitative method the dynamic evolution of the stocks of sci-Tech resources, their allocation efficiency and their function of promoting economic growth. The results indicated that,generally,the stocks of sci-tech resources increased continuously from 1991 to 2002. However, their allocation efficiency tended to decrease. During the same period,the rate of economic growth which sci-tech resources had contributed to achieved 42.1%. It reached the national average level. In order to further develop the function of sci-tech resources to promote economic growth of Henan province,it is advisable that Henan province accelerate the accumulation of sci-tech resources constantly,and improve the allocation efficiency of sci-tech resources,and especially pay more attention to greatly raising the investment in R& D.更多还原
