基于知识创新的科研组织人力资源管理体系研究
Study on Human Resource Management System of Scientific Research Organization based on Knowledge Innovation
【摘要】 本文提出现代科研组织在人力资源管理方面,必须以满足知识创新和科研人员全面发展需要为导向,实现从目前以项目为中心向以人才为中心的转变;从传统的人事管理体系向现代人力资源管理体系,继而向战略人力资源管理体系的转变。并从价值链管理和职能管理角度,构建了现代科研组织人力资源管理体系基本框架。
【Abstract】 This paper suggests that scientific research organization should orient human resource management (HRM) to the overall development needs of knowledge innovations and scientific researchers, to the actualization of the shifting from project - focus to talent - focus, from traditional personnel management system to modern HRM system, afterwards to strategic HRM system. And from the perspective of Value - chain Management and Competence Management, the paper establishes a basic HRM System for modern scientific research organization.
