【摘要】 当前 ,我国正在为全面建设小康社会、实现达到中等发达国家生活水平的目标而努力。然而 ,随着社会经济的发展、社会消费水平的不断提高以及工业化进入中期发展阶段 ,我国主要初级产品的供求格局已发生较大变化 ,资源对经济发展的制约越来越大。我国铜、铝、铅、锌金属矿业构成了有色金属工业产业链的约束 ;铜、铝、铅、锌矿山金属产量无法保证国内的需求 ,靠大量进口原材料维持冶金工业的正常生产 ,成为阻碍我国经济发展的约束资源。在当前形势下 ,认清和解决有色金属资源对经济发展的约束问题至关重要。文章从生产和消费的矛盾关系以及政府管理职能的角度着手 ,全面而深入地分析了可能造成有色金属资源约束问题的原因 ,并提出了相应的对策建议更多还原

【Abstract】 Currently,our country is devoting itself to accomplish establishment of a fairly good society and achieve the sandard of living of medium-developed country.However,with the development of socia economy,the improvement of the standard of social consumption,and entering the middle stage of industrialization,our country has greatly changed in the situation of supply and demand of main primary good.Copper,aluminum,lead and zinc mining industry in Chinaese mainland have become constraint of the economy of non-ferrous metal industry.And these metal resources have become constraint resources due to failing to meet domestic need in Chinese mainland.Therefore,it is key to recognize and solve the constraint of non-ferrous metal resources for realizing the next aim of “Three-step”policy.From the point of view of the relation of production and consummation and considering the function of government,the paper,roundly and deeply,analyzed the reasons causing the constraint of non-ferrous metal resources.In addition,the paper brought forward the methods and advice used to solve the constraint.更多还原
