真实储蓄率(GSR)——衡量生态城市的综合指标

【摘要】 探讨了生态城市的基本内涵,以计算苏州市1991~2001年真实储蓄率(GSR)的时间系列为案例,开发了以GSR衡量生态城市可持续发展的核心方法.对中国的6个城市进行了评估和比较,得出其年均GSR大小排序为苏州23.6%,广州18.9%,宁波14.7%,烟台13.1%,扬州11.7%,三明7.9%.GSR考虑了经济活动带来的自然资源损耗、环境污染损失和长期的环境影响,可以作为衡量生态城市的综合性指标之一.

【Abstract】 Genuine saving rate (GSR) takes account of the loss of natural resources, the loss of environmental pollution and the long-term environmental impact came from economic activities could be used as one of the integrative indicator to measure eco-city. The elementary connotation of eco-city was probed; and listing the calculation of the GSR time series (1991~2001) for Suzhou City as a case study, the core method of measuring sustainable development of eco-city was developed. The technological path of this study was applied to evaluate and compare six cities of China; and the order of annually averaged GSR for each city optioned was 23.6% (Suzhou), 18.9% (Guangzhou), 14.7% (Ningbo), 13.1% (Yantai), 11.7% (Yangzhou) and 7.9% (Sanming). GSR provides not only a linkage by which the governmental departments of resources, environment finance and planning can be connected directly, but also an effectively analytical tool for the design and construction of eco-city as well as decision-making support for the governments.
