【Abstract】 The paper illustrates some problems with regard to the nature of mining rights; the imperfecting legislation concerning the contradiction between land rights and mining rights; place restrictions on the turnover of secondary market of mining rights and priority of exploration rights. Accordingly, the paper gives some proposals, such as straightening out the relations between mineral resources and land; lifting the restrictions on the turnover of secondary market of mining rights and complementing and perfecting priority of exploration rights.更多还原
