【摘要】 运用"规范-差距分析"方法,通过对国内现有40部政策科学专著中政策评估概念体系方面的论述进行评阅分析,发现对政策评估目的缺乏明确的表述,表达不统一;对评估标准界定不明、缺乏系统性、缺乏量化,可信度有待检验;对政策评估在政策研制总体环节中的逻辑关系交待不明;对政策评估结论所应包含的具体信息阐述不明确;所推荐的政策评估方法无适用性分析,缺乏可操作性及实际指导意义;对评估主体定位尚存在争议,主体的角色定位及担负职责、合作模式及原则尚需进一步明确等缺陷。探讨了这些缺陷可能造成的危害,初步提出了完善政策评估概念体系的思路。更多还原

【Abstract】 This paper reviews the concept system regarding theories of policy evaluation in 40 policy sciences publications, with a method of regulation-gap analysis,to find that objective is rarely articulated and varies in description,criteria for evaluation is obscure,lack of systems approach,quantification,reliability,lack of the position of policy evalation in policy research, lack of what information is essential in policy evaluation reports,methods recommended are not relevant,and lack of practical value and guidance.it is not clear who to evaluate and their responsibility,and how to cooperate and what principle to obey. What does the above defects may lead to and improvements are also discussed and suggested.更多还原
