【Abstract】 The institution culture is the foundation of political culture system, which can standardize political au-thority’s act reasonably, guarantee citizen’s rights and liberties, promote the development of social culture and economy, and propel the society forward in essence. In the construction of the political culture, the significance of institution cul-ture is realized in conforming the birth of political authority to the standard, guiding the constitution of political authority, preventing the abusing of political power, and ensuring citizen’s rights.
