【Abstract】 From the macroscopic point of view, organization possesses some organic characteristics. The organization can not only react to the changes and stimulation of outside environment, but also be conscious about the changes of environment and make some arrangements in advance. That is, the organization shows some characters of intelligence. The issue of how the organization can be survival and develop in the drastic competitions and the complicated environment is paid attention to by the management science researchers. The issue is also a hot topic.
