【摘要】 本文比较了国际上具有代表性的几个国家的信息 (主要是政府信息 )公开制度及其做法 ,比较八个方面展开 :适用机关、实施组织、请求权人资格限定、公开例外与公开范围、决定公开的权力、对可公开的行政文书的管理、利用公开文件的过程及救济手段、信息立法体系。本文还联系我国的实际情况 ,提出了一些参考做法更多还原

【Abstract】 In this paper, information (mainly government information) disclosure system and practice of several countries are compared from eight aspects: applied departments , actualized organizations, limit of claimer qualification, opening scope, influence to decide disclosure, supervision to administration amanuensis, process and succoring means of utilization, information legislation system.
