【Abstract】 It is very necessary for all the developing countries to think about how to actively and effectively utilize foreign capitals to accelerate the economic development. However, foreign capital is a double-edged sword, i.e., it is not a matter of "the more, the better". A moderate utilization of foreign capitals is an advisable proposal. The scale of utilizing foreign capitals, to a great extent, is determined by the policy on foreign capitals. Therefore, foreign capitals are expected to be utilized in a moderate scale, and consequently a proper policy of foreign capitals is to be formulated.更多还原
