【Abstract】 Xinjiang is a place of far away from oceans and drought and litlle rainfall. Water resource plays a crucial role in the development of economy and society. So if there is no adequate water , Xinjiang will not develop properly. Based on the externality theory, according to the facts, the authors analyze the externalities of exploitation and using of water resource in Xinjiang, and expound particularly the externality of generations,obtaining water,reserves,environment and establishment. And finally they offer advice and measures in preventing water resources from the negative externalities.更多还原
