【Abstract】 Studying and developing of Manasi river basin is to meet the needs of water resources management, solve the problem of the inefficient management and the defect of water-market system and construct an efficient and dependable and synthetical inquiry information system. According to the aims of developing WRMIS, the paper analyzes the functional requirements and structure of the system, and presents a new kind of developing method.
