【Abstract】 According to the theory of urban formation and development, as effective ways of resource organization, the functions of cities are shown as follows: externally, resources attraction and energy radiation; internally, market, service environment, supplying and management of public resources, etc. In urbanization, the modernization of cities is that of their functions. The comprehensive competition of modern cities is embodied in their functions; therefore, it is very important to realize reasonable arrangement of systems for resources circulation and promote management and supplying capacity for urban public resources through the governments’ active performance.更多还原
