【Abstract】 Administering the borderland was a practical problem faced by LIU Jin-tang,the first provincial governor of Xinjiang. To rule Xinjiang better, Mr.Liu took many measures, such as putting Xinjiang into an administrative province,abolishing the backward Burk system,implementing the institution of province.Healso carried out the immigration Policy to encourage people and criminals of innerlands to go and settle down in Xinjiang so as to cultivate the westland and develop economy in the ethnic minority areas. He established compulsory schools to educate the minorities. The paper mainly deals with Liu’s policies in politics, economy, culture and education in Xinjiang.更多还原
