政府举办医院的功能定位及其在医疗卫生服务体系中比重
The function and proportion of public hospitals owned by government
【摘要】 随着医疗市场的对外开放和公立医院管理体制改革的进行 ,政府应该逐渐弱化办医角色 ,该文结合意向调查法和文献归纳法对政府举办医院的比重和目的进行了阐述 ,指出除了少数承担特殊功能的医院仍然要由政府直接举办外 ,其他公立医院应通过产权改革而转由民办。
【Abstract】 Government cannot continue to take on the broad mandate of achieving health and welfare goals, but it does have a responsibility to take leadership and involve all partners in identifying medical needs. It is proposed in the paper that the proportion and function of the public hospitals in the medical sector restructuring.
