【摘要】 随着社会利益结构的不断变化,公务员行为失范的现象不断增多,影响了政府的公众形象。公务员并非都“性本善”,其在政策执行过程中,在“情”、“理”、“法”方面存在着“公”与“私”、“官”与“民”的认识矛盾。为保证公务员行为的合法性和为民服务性,必须寻找其行为失范的制度根源,克服制度安排上的非预防性、滞后性,完善监督制度,提高公务员的素质,真正使其为公益服务。更多还原

【Abstract】 With the constant changing of the social value structure, the abnormal action of the civil-servant is increasing which misinterprets the public image of the government. The civil-servants is not originally good, in the process of implementing the policy, they have a contradiction between "public" and "private" , "official" and "people" . In order to ensure the nature of the action of the civil-servant and the service nature of the people, we must find the original source of the abnormal action, overcome the non-pretesting, lagging arrangement of regulations, improve the guarding system, raise the quality of the civil-servants , and make them for the public service.更多还原
