当代国际关系中的民族问题

【摘要】 冷战结束以来 ,民族问题在当代国际关系中的地位和作用愈发凸显。本文着重探讨如何理解国家主权原则层面上的民族问题 ,指出依照国际惯例和国际法 ,民族自决权的实现主要限于非殖民化的民族独立解放运动 ,而不是支持在已经建立的多民族国家中的少数民族分离运动。文章指出 ,虽然中国等国的少数民族政策实际上与国际惯例和国际法是一致的 ,但西方国家与中国等国在有关民族问题方面的争议仍然存在 ,其主要原因是不同性质的国家 (后现代国家、现代国家、后殖民国家 )在与国家主权相关的一系列观念认识上存在分歧。更多还原

【Abstract】 Abstract Since the end of the cold war, the ethnic issues have become more and more important in contemporary international relations. This paper is focus on how to understand the ethnic issues in the level of statehood. It finds that based on the current international norms and international laws, the right of national self-determination can only apply to the national independent movements in decolonization, and not to the secession movements of the minority in the existing multinational state. Although Chinese ethnic policies are consistent with international norms, there is still disputation between the Western Countries and China in the terms of ethnic issues, which might be caused by the divergent understanding of the notions of statehoods by post-modern states, modern states and post-colonial states.更多还原
