【Abstract】 The third plenary session of 16th CPC Central Committee regards establishing lifelong education system as one of the goals of building a well-off society in an all-round way. Further developing community education is an important work for government at all levels to do well in socialist spiritual civilization and the formation of a learning society in which all the people will learn or even pursue lifelong education to boost their all-round development. Heping District of Tianjin explores the new system of organizing the learning of all people by improving cognition, persisting in the correct work principle and work policy and taking fully advantage of education resources.
