【Abstract】 The usage of rainfall makes the change of the area (bio-e)conomic system. Hierarchical Processmethod was used in the planning of the bio-economic system to determine which project was better, and it provided something on which decision-making of planning about the complex bio-economic system in rainfall collection and usage area could depend. The application instance showed that the method is good for the exertion of the natural superiorities and the economic superiorities and the improvement of the biologicalenvironment.更多还原
