【Abstract】 The contemporary economic theory related to the government policy-decision holds that a scientific and rational system of the government policy-decision can be established only when the cost-profit relationship, interest attraction and stimulation and other influential factors have been fully taken into account in the process of the institutional establishment and the appointment of officials. The appropriation of land resources in China largely relies on the government policies, most of which have defects due to the lack of strict economic analyses.
