【摘要】 在西方发达国家社会保障制度建设过程中,政党政治发挥了功不可没的历史作用。然而,政党政治的复杂性、目的性使社会保障与社会福利易于成为政党竞选选取的筹码,使社会保障与社会福利制度成为各党派不断博弈的产物,从而影响了社会保障的正常发展。本文试图通过西欧主要国家社会保障制度的建立和"福利国家"的形成与改革,分析政党政治在其中所处的地位和所发挥的作用,以及社会保障制度与政治之间相互牵制的关系。更多还原

【Abstract】 In the process of constructing the system of social security and insurance in western developed countries, party politic has played an important historical role. However, the complexity and purpose of party politic often makes social security and welfare being counters and products in parties’ election which affects the healthy development of social security. This article tries to analyze the position and role of party politic during the building of social security system and the formation and revolution of "welfare countries" and the diversionary relationship between the system and party politic.更多还原
