【Abstract】 Capital accumulation is the crucial break of the West Exploitation,but the economics power of the west regions at present can not cater to the demands of capital by self-accumulation,so it is very important to introduce external capital in.The investment environment has become a vital factor which affects the introduction of external capital.In the investment environment that is made up of the hard environment of investment and the soft environment of investment,the latter is more important.We want to give some advices on recreating the soft environment of investment on the basis of the analysis of the factors:culture,talents and technology and education,regime,policy and laws which have effect on the soft environment of investment in west regions.更多还原
