【摘要】 党的十六大提出,到2002年我国将进入全面小康社会,即实现国内生产总值翻两番,人均GDP3000美元。由于陕西经济水平相对落后,经济总量规模较小,因此到2020年经济翻两番的目标虽能实现,但实现人均GDP3000美元的目标,应该说还是有相当大的难度和压力。所以,必须采取非均衡跨越式发展战略,打破常规,力争实现全面建设小康社会的既定目标。更多还原
