【Abstract】 It is a trend of administrative reforms of all countries in the world to leave public services to market forces.Such practice as this can help free the government from complicated public affairs and raise their working efficiency,can also achieve the effective allocation of resources and reflect the integration of fairness with efficiency.While leaving public services to market forces,the governments at all levels should design respective commercialization and market-oriented systems appropriate to the local realy.更多还原
