【Abstract】 To be sure the sustainable utilization of water resources, it has become the most important resources and environment problem of Chinese economy and society development in 21th century. If the conflict between supply and demand of water resources is resolved and realize the sustainable utilization of water resources, it will be necessary to rationally allocate the water resources.
