【Abstract】 This paper gives definition to the urban community welfare and its patterns. Through the analysis of the community welfare patterns of foreign countries, the adaptability for Chinese communities and the present condition of developing Chinese urban community, this paper advances a new pattern--market-inclined-pattern of community welfare and discusses the immediate conditions of setting up the new pattern and its target and task as well as the functions of the government, the market and the community in the development of community welfare building.更多还原
