【Abstract】 Huarong County, Hunan Province is taken as an example here in this paper. The reasons to make relocatees’ living in poverty are analyzed according to field survey and the twin-system, a combination of social relief and productive assistance, is put forward. The relief of cash and objects should be combined with the assistance of policy and technology. The relocatees’ basic living level must be guaranteed by the "disaster relief" and the "minimum living safeguard line". The relocatees’ poverty can be solved by productive assistance once and for all.更多还原
