【Abstract】 The full implementation of scientific development view and the further promotion of the health, fast and orderly development of power industry is one of the most important missions in the power sector at present. The Yellow River Upstream Hydropower Development Co. Ltd. develops the strategic orientation and development concept with the scientific development view and takes the chance of deep reform of power system to speed up the hydropower development in the upstream of the Yellow River. The hydropower development in the Upper Yellow River has its own special advantages that are favorable to optimize power structure, to carry out the optimal allocation of resources, to promote the economic development in the northwest region, and to improve the ecological environment. And such development has good economic indexes. Therefore, speeding up the hydropower development in the Upper Yellow River is concrete practice of implementing scientific development view.
