【Abstract】 The SOLAS Convention and its amendment procedure are briefly reviewed, and then the significant development of its content, framework, nature, as well as implementation strategy is emphatically analyzed. The contents of SOLAS Convention are extended from ship’s structure and installation to shipping companies and port facilities; the nature of the Convention is developed from pure technology to the combination of technology and management, with control of human factors being especially enhanced. The SOLAS Convention is first implemented by the flag State control, then by the port State control,in order to achieve "safer shipping, cleaner oceans".更多还原
