【Abstract】 The PRC’ s Traffic Security I-aw has been passed on the October 28, 2003 and will come into effect on May 1,2004. By over- viewing all the articles of the law, we can clearly find out it’s value tropism--priority of personal rights,special protection of inferior people, maintenance andselfgoverning of private rights, balance of the order and the justice, integration of the fairness and the efficiency.
