【Abstract】 There is shortcoming in the traditional definition of public property. We should define the conception of public property from the point of view of business cost. There is not limitless public property right in the field of resources distribution of public property. Private property right actually is the base of solving the problem of public property resources distribution. The government, which plays a key vole in the provisional course of public property, but it impossibly turn out to be the best or the only provider of all public property. To define reasonably the scope of property that is provided by the government, we must pay regard to freedom of people in trading right and rule under the circumstances of market-oriented economy.更多还原
