【Abstract】 The positive interrelation between urbanization and industrial development has been proved not only by Development Economics, but also the economic development of china and the world. Urbanization must be supported by industries. Insisting on the three-element integration of industrialization, transferring of rural surplus labors and urbanization is indispensable to avoiding the "hollow" phenomenon. The reason is quite simple that without the support of agriculture, it is difficult for urban population to survive; without industrialization, urbanization is lacking in impetus; without further development of the third industry, it is also rather difficult for urban labors to have enough employment.
