【Abstract】 Rule by law is a kind of social governance.Social governance is a process of adjusting the relation between human and nuture,among persons on the basis of grasping nature law and human nature,and then establish and maintain social order.From the Viewpoint of democracy,the supreme govern rights of social governance should be attributed to the whole people.The person in power only take charge of right to use,So their governance to social is not a kind of dominion but management.From this thesis,We can conclude that rule by law is a kind of ideal good social governance.更多还原
