【摘要】 从满足人类基本生存需要的角度看 ,现有技术基础上的资源是不稀缺的。人类进入文明社会标志着人类摆脱了绝对的资源稀缺束缚 ;现有资源的“稀缺”是制度性的。人类在满足基本生存需要基础上的经济性福利或幸福 ,是建立在人们之间的相对比较利益变化基础上的 ,这种情况决定了在制度性资源稀缺基础上 ,经济学和经济发展难以实现促进人类幸福的目标 ,甚至有可能阻碍该目标的实现。只有进行彻底的制度变革 ,人类幸福的目标才有可能实现更多还原

【Abstract】 Seen from the angle of satisfying mankind’s basic existence need, the resources based on nowadays technology are not scarce. The entrance into civilized society marks that people have got rid of the restraints of scarce resources. The "scarce" of the present resources is institutional. Economic well-being or welfare on grounds of basic satisfaction of existence need is based on people’s relatively comparative benefits changes. This determines that economics and economic development are hard to realize the target of promoting mankind well-being, even to prevent its development.
