【摘要】 西部各省提出的要“大力发展高新科技产业” ,“实现跨越式发展” ,很大程度上还是一厢情愿。因此 ,西部地区在新世纪的工业化战略选择上必须立足于西部各省区比较优势的客观现实 ,最大限度地利用劳动力成本低廉的优势、资源性产品丰富的优势 ,实现资本积累的稳步提高 ;同时西部也要充分利用几十年建设形成的经济基础 ,在局部地区、重点领域发挥后发优势 ,实现突破 ,逐步缩小与中东部地区的差距。西部新世纪的工业化战略应包含这些不同水平的发展内容 ,复合式工业化战略就是体现这种特色的一个战略选择更多还原

【Abstract】 The essential of the Great West Development is to promoting the process of industrialization in West Regions of China. In order to furthest make use of the low cost labors and abundance of resourceful products and actualize the balanced increase in capital accumulation, West Regions must base their strategy selection concerning the industrialization in new century on the objective actualities, namely the comparative preponderance that the western provinces and municipalities have; at the same time, West Region need fully take advantage of the economic base which has been formed through many decades construction to exert their superiority and gain breakthroughs in local districts and main fields in order to narrow the gap between west and central east. The advantages and disadvantages of developing the west of China have been discussed in this paper. The advantages are:①various splendid resources; There are a lot of energy and mineral resources, advantageous conditions of developing agriculture, and abundant tourism resources. ②great market potential and low labor prices;③certain basis of industrial and technological development; ④important routeways and long frontier lines. The disadvantages of regional development are:①shortcomings of location and allocation; ②lack of capital;③low quality of human resources;④lagging of environmental and social development. Therefore, there are several problems emerging: ①the traditional advantage of resources in provinces of western China is challenged; ②the side effect of overplus economy becomes more and more obvious; ③the west of China is facing more severe competing environment after Chinas entry of WTO; ④it is provided the theoretical causes of difficulties in carrying out the catching up strategy. At last, the paper put forward some relative problems about carrying out the strategy of complex industrialization in western regions of China. First, expediting of technological renovation has weakened the disadvantage of later comer on technological import. Second, the emerging of the footloose industries made a warning to the system of western China. Third, it is urgent to improve the peoples quality and to cultivate a group of entrepreneurs. Fourth, the most important factor of making full use of those advantages is to enhance the competing advantages of enterprises.更多还原
