The secere insufficiency of investment restricts the development of education and technology; The low standard of local people’s degree of education directly influences the implementation of the strategy; The rigidness of the management system、the simplicty of the schooling system and the slackness of administrating school system by law, ect. greatly hinder the implementation of the strategy.
