【摘要】 目的　通过武汉市中心城区部分社区卫生服务中心创建权竞标的实践 ,探索如何引入市场竞争机制 ,更好地构建社区卫生服务体系。方法　 2 0 0 2年 8月和 2 0 0 3年 8月 ,采取公开招标的方式面向全市各级各类机构和自然人 ,对洪山区 7个、武昌区 6个、江岸区 5个社区卫生服务中心的创建权进行竞标。结果　开发利用现有卫生资源 ,在不增加政府负担的情况下 ,快速有效的建立了 18个运作良好的社区卫生服务中心。结论　社区卫生服务中心创建权竞标发挥了政府宏观调控与市场配置资源的基础作用 ,改革了医疗机构审批管理办法 ,强化了卫生全行业管理 ;可减少资源浪费和政府对卫生事业的投入 ,加速社区卫生服务网络建设并提高其档次和综合服务功能。更多还原

【Abstract】 Objective Through the practice of competition tenders in the creation of some community health service centers in Wuhan,we study how to use the market competitive law and build the system of community health service centers quickly and economically.Methods From August 2002 to August 2003,we invited some medical,non-medical establishments and general human beings,to tender for the creation of community health service centers in 7 communities of Hongshan,6 of Wuchang and 5 of Jianghan area.Results With the present health source developed and used,18 community health service centers are established fast and effectively without any investment of the local government.Conclusion The competition tenders pf the creation of community health service centers plays the fundamental role of government macro-control and market disposition source,reforms the examination and approve management method of medical administration,strengthen the management of health trade,which can reduce source consumption and investment of the government,and accelerate the found of the networks in communities health service.更多还原
