【Abstract】 After 50 years development and construction, the remarkable achievements in Heilongjiang Reclamation Area has been got; witch has ensured that the area became the important commodity grain base and the reserve base for grain strategy of China.With the development of economic society, water construction, especially the shortage of water resources have becoming the limited factor for economic development in the area.The conditions of water construction investment and water resources development and utilization have been analyzed, and some suggestions about plant structure adjusting, water resources using, eco-environment improving and the existed engineering administration reinforcing have been given in the paper.更多还原
