【Abstract】 In western countries, the separation and restriction of powers make policy decision the result of comprise among the state organs concerned. Under this system of highly division of powers, compromise becomes a common and basic political phenomenon, because of the implementation of the representative system of government, congress becomes the eompetitive center of different interests on polities as well as the center of social unity. The duality of congress determines that the congress itself is the political compromise center under the representative system of government, which inevitably tolerates political compromise. In the meantime, compromise is an important way for the general progress of the development of western politics and democratic system.更多还原
